Council removes drainage-fee charges for out-of-city customers, appoints Scott Elder to TIF board (both 6-0)

After reconvening from executive session, the Mineral Wells City Council approved two actions.
First, a councilmember moved to remove the drainage utility fee from all out-of-city ratepayers who are connected to the city's water system and to provide credits to accounts for amounts previously billed in error. The motion, moved and seconded on the floor, passed 6-0.
Second, the council appointed Scott Elder as chairman of Tax Increment Reinvestment Zone (TIRZ) No. 2 for a term ending Sept. 30, 2025. The motion to appoint Elder was seconded and passed 6-0. A brief clarification followed about the correct year for the term end date; staff confirmed the 2025 date.
