Councilors discussed a proposal to hold recurring, informal meetings between the city council and the Norwood City Schools board to coordinate priorities, budgets and tax-incentive topics but deferred the item after legal caution.
The proposed format was to convene two council members and two school board members for ongoing discussion of shared priorities, potential tax abatement or CRA questions, and key budget items. A council member said the intent was proactive communication and education about TIFs and CRAs.
The law director advised deferring substantive discussion until the law department could provide guidance because of possible or pending litigation. A school representative in the audience said that, given current circumstances and pending legal matters, the scheduled ad hoc meetings were likely to be canceled for the near term.
Council members said they still support the concept of regular communication with the school board after any legal constraints are resolved and emphasized that the purpose of the meetings would be informal priority-setting and information sharing rather than binding agreements.
