Councilors discussed a pending appointment for clerk of council and procedural changes to packet deadlines intended to give members more time to review materials.
Jason Provence, who addressed the committee as a candidate for clerk, described the clerk role as a liaison between council and administration and recommended moving packet deadlines earlier in the week. Provence said shifting the deadline so the packet arrives by Tuesday night would give council members the weekend and additional business days for review and allow more time to request follow-up meetings before the council meeting.
Provence said the current process leaves materials arriving on Friday afternoons with limited time for weekend review and Monday follow-ups. He proposed a routine in which administrative reports and ordinances are submitted earlier to allow a full business week for questions and follow-up.
Council members and others present discussed the clerk appointment process: council appoints the clerk and a nomination can be addressed at a regular meeting if the agenda is amended to include the appointment. Several members said they support a clearer timeline for packet delivery and that the clerk (and the clerk’s secretary) are responsible for ensuring materials are submitted and distributed according to the council rules.
No formal appointment was recorded in the meeting minutes; council members said the clerk nomination and appointment can be scheduled for the next regular meeting with an amendment to the agenda.
