Council approves rezoning and conditional-use boundary amendment for Whispering Meadows mobile home park

The Manitowoc Common Council voted unanimously to rezone and amend a conditional-use permit for Whispering Meadows Manufactured Home Community, adding a small parcel east of Kinglet Drive and south of Yvonne Street to the existing park.

Planning staff said the change is a boundary amendment related to the property's 2022 purchase and that the rezoning is consistent with the city comprehensive plan. A public informational hearing by the planning commission produced no objections, and the planning commission and staff recommended approval subject to five conditions of approval (conditions not specified at the meeting).

Adam, a city planning staff member, told the council the property was not included in the owner’s 2022 purchase as originally thought and the current requests are intended to bring that parcel into compliance with the earlier conditional-use approval. The council asked no questions during the public hearings; no members of the public spoke against the requests during the hearings.

The council adopted the ordinance to rezone the parcel from R-4 (single- and two-family residential) to R-6 (multiple-family residential) and approved the related conditional-use amendment for the expansion of the manufactured-home park. Both actions were described by staff as tied to the 2022 conditional-use permit and both passed with unanimous votes.

The approvals carry the staff and planning-commission requirement that the expansion meet five conditions of approval; those conditions were not read into the record and were not detailed at the meeting. The planning commission record and staff recommendation were listed as the basis for the council’s votes.
