A resident addressed the Jefferson County Board of Legislators during the public comment period asking the board to consider an investment in Zoo New York rather than a bailout, saying the Thompson Park Conservancy and the City of Watertown had developed a business plan and demonstrated commitment to keep the facility operating and growing.
The speaker said the zoo did not seek county funding in November 2023 when it was indefinitely closed; instead the Conservancy focused on creating a sustainable plan. "We did not request funding in November of 2023 when the zoo was indefinitely closed. Rather than seek a bailout, we focused on proving that the zoo had the potential to thrive," the commenter said.
The commenter described the zoo as a countywide attraction that serves "families, students, and visitors," said it helps draw people to central Jefferson County, and urged the board to view funding as an investment in tourism and local economic activity. The speaker thanked volunteers, sponsors, the City of Watertown, and Jefferson County for recent support and described the zoo's work in 2024 to rebuild programming and community partnerships.
Later in the meeting Legislator Martha Gelli referenced tourism discussion from a New York State Association of Counties conference and said communities benefit from having multiple attractions that encourage visitors to stay longer and spend locally. Gelli noted the zoo as one of several attractions that together can increase overnight stays and restaurant visits in the region.
No formal county action on the zoo was recorded in the meeting minutes or roll calls provided; the remarks were made during the public comment portion of the meeting and during a subsequent floor comment by Legislator Gelli.
The public comments and Gelli's remarks emphasized the zoo's role in regional tourism strategy, the Conservancy's business planning since the zoo's November 2023 closure, and community volunteer and sponsorship support. The speaker requested that the board "consider investing in this vital and beloved part of the North Country as we move ahead."
