Committee reallocates salary grade for county crime analyst to retain specialized staff

The Chautauqua County Public Safety Committee voted to reallocate the county position titled Resource Assistant (parenthetical: Crime Analyst) from salary grade 12 to grade 17 after a recommendation from Human Resources, Civil Service, and a reallocation committee.
Sheriff Jim Quattrone told the committee the change follows a formal evaluation and recommendation from the county reallocation committee โ which includes the HR director, the county executive and the CSEA 6300 president โ and reflects workload and skill-level requirements for the position. Quattrone said the analyst handles threat-assessment management, supports the Gun Involved Violence Elimination team, assists investigators and helps smaller agencies in the county that lack crime-analysis capacity.
Committee members asked whether the reallocation was driven by workload or skill level; Quattrone said both factors apply. He also said the incumbent took a part-time position with a local police agency that removed her from civil-service lists, which prevented promotion through civil-service testing and prompted the reallocation route.
Quattrone said the risk of losing the analyst to the state is real: the Erie County Crime Analysis Center is moving staff employment to the state and has previously offered training and a desk arrangement that could attract the county analyst. Quattrone said he hopes the higher grade will aid retention.
Officials confirmed the change would not affect the 2025 county budget because the analyst's salary is paid through a state grant (referred to in the meeting as the "Shawtech" program) for at least the next two years, and Human Resources indicated the grade increase is justified for the Sheriff's Department position. The committee voted to approve the reallocation; the motion carried.
Committee discussion clarified that, if a new hire were later required for the role, that position would be advertised at grade 17 to reflect the qualifications being sought.
