The Chautauqua County Legislature voted to continue the 1% additional sales tax and maintain the current distribution formula, passing Resolution 90‑25 by voice and roll call with 14 yes votes and 5 no votes.
The debate centered on whether to reduce the county's additional sales tax from 1 percentage point to 0.75 and keep municipalities' shares unchanged. Legislator Scudder (Legislator) argued the county’s 8% combined sales tax rate “is at the same sales tax rate as 41 other counties in New York State” and stressed that the additional revenue helps cover unpredictable costs and supports local services and municipalities. He cited county revenue projections and the municipal share distributed in 2024.
Legislator Larson (Legislator) urged a reduction to 7.75%, saying the county could afford a small cut and that doing so would help residents and local retailers competing with neighboring Pennsylvania’s 6% rate. “We can afford to give people a break,” Larson said, pressing that the county’s unappropriated fund balance could absorb short‑term effects while the legislature sharpens budget discipline.
Other speakers split: Legislator Pavlok and others urged caution because of funding uncertainties, including Medicaid and state aid; Legislator Gustafson and several committee members supported keeping the 1% to preserve county fiscal stability and maintain the current municipal distributions.
Vote and next steps Resolution 90‑25 (Requesting continuation of state legislation authorizing 1% additional sales tax) passed by roll call: 14 yes, 5 no. The roll call recorded No votes from Legislators Bankowski, Buchanan, Carl, Larson, and Nelson; Yes votes from Legislators Anthony, Dickey, Gustafson, Harmon, Heizer, Johnson, Landy, Niebel, Pavlok, Penhollow, Proctor, Scudder, Vanstrom and Chairman Chagnon. The measure keeps the existing distribution formula in place for the period covered by state authorization.
