Committee OKs standardization, purchase of five Vican handheld XRF lead analyzers

Chautauqua County authorized standardizing its lead detection equipment by purchasing five additional Vican handheld X-ray fluorescence (XRF) lead paint analyzers to support rental registry work, HUD lead-hazard grants and expanded inspection capacity.
The Chautauqua County Human Services Committee authorized standardization of the county’s handheld lead-paint detection devices and the purchase of five additional Vican PB200E X-ray fluorescence (XRF) analyzers.
Jessica Worsley, Chautauqua County Environmental Health Director, and Anna Powell, childhood lead program coordinator, told the committee the county currently has three units and plans to add five more to standardize equipment across the Lehigh (spelled by transcript as Lehi) Rental Registry program and HUD Lead Hazard Reduction grant activities. "We are looking to purchase 5 additional units ... to standardize the equipment, so that we're using the same equipment throughout all of those different programs," Worsley said.
Worsley described the devices as handheld, noninvasive analyzers that deliver immediate readings; she said the models in use are exempt from leak testing and do not require dosimetry badges. The county plans to hire additional public health technicians—three recently hired and four planned—who will use the devices. The county will budget for required "resourcing" (device activity upkeep) approximately every 18 months, and the planned purchase includes a five-year warranty and the first resourcing.
County staff estimated the total purchase price for five units at about $108,000 (roughly $20,000 per device). Worsley said maintenance issues to date have been minimal and the county has been using the same brand since about 2016.
The committee approved the resolution by voice vote.
