Human Services Committee accepts OASAS 2025 substance use funding for county programs

The Chautauqua County Human Services Committee voted to authorize acceptance of Office of Addiction Services and Supports (OASAS) 2025 funds for substance use disorder prevention and treatment.
Trish MacLennan, Deputy Director with the Department of Mental Hygiene and Social Services, told the committee that the county does not need a budget change because the funds were already planned for 2025 but the resolution is required to update a standing contract used for flow-through funds. "OASAS gives money to each county LGU, which in our case is Department of Mental Hygiene," MacLennan said, and described an updated contract to add agencies that had been included in prior years.
MacLennan said the 2025 allocation to Chautauqua County is $1,665,239. The funds will flow to two primary local providers: UPMC Chautauqua's substance use disorder residential program, which provides long-term residential care, and Prevention Works, the county's licensed prevention organization. MacLennan described the residential service as "not a service that is sustainable on its own" and said the state funding helps sustain it. She described county oversight practices including quarterly payments and annual fiscal reviews submitted to the state.
Committee members praised Prevention Works' programming and noted the agency receives a mix of funding sources including opioid settlement funds and other grants. Committee members were told the current OASAS allocation is about $40,000 higher than the prior year. The committee approved the authorization by voice vote.
