Probation department accepts DCJS alternatives-to-incarceration grant, plans local ATI relaunch

Allegany County legislators approved acceptance of Department of Criminal Justice Services reimbursement funding intended to offset personnel costs in the pretrial services program.
Scott Grama, the county probation director, said the DCJS Alternatives to Incarceration grant has been consistently part of the department’s annual plan and is submitted for reimbursement to offset pretrial personnel expenses. “This is a request for acceptance of grant funds for DCJS, alternatives to incarceration grant,” Grama said. The motion to accept the grant passed by voice vote.
Grama described the grant as long-standing in the county’s plan but did not state an exact dollar amount on the record. He said the pretrial services program has been the highest-volume unit in probation for two years and that the grant supports staffing for those services.
Grama also announced a planned relaunch of local Alternatives to Incarceration collaboration. He said stakeholders will be invited to an April 23 meeting “in the courthouse” to assess what the county is doing well and where it can improve, especially for substance abuse and mental health cases. “We have a lot of great stakeholders in this county. I think we can come together and kind of come up with a better plan for strategies,” Grama said.
The committee approved the grant acceptance and heard no opposing votes on the motion. Grama said the ATI relaunch meeting will aim to refocus cross-system partnerships and bring services back together after a period of fragmentation.
