Scott Tory, Water and Conservation Executive Director, told the Allegany County Resource Management Committee on April 2 that FEMA approved an archaeological survey in Belfast connected to a Genesee River project and that the survey work “was completed last night or today.”
Tory said department staff are also working on a stream permit for the Village of Cuba in Griffith Creek and resuming a range of projects as weather improves. He reported uncertainty about continued federal funding for a climate-resilient farming program that he described as “around 8” and said the department is monitoring the program’s status. The department is also continuing work with the Town of Independence on storm damage from last August, and Tory said FEMA processes are moving slowly.
The updates were delivered as part of the department’s routine report. The archaeological survey is tied to FEMA project work on the Genesee River; Tory said approval from FEMA had finally come through and the on-the-ground survey had been completed within the prior 24 hours. He characterized the climate-resilient farming funding as unclear, saying the grant’s future is “questionable” because it is federally funded.
The stream-permit work for the Village of Cuba in Griffith Creek is in progress; Tory did not provide a permit application number or projected approval timeline. On storm recovery work for Independence, he said FEMA activity appears slow and commented that he was unsure whether delays reflected federal-level developments in Washington.
No formal committee action was taken on these items during the meeting. The report concluded with an opportunity for questions; none were raised that changed staff direction.
The county did not provide additional written details about the climate-resilient farming funding level beyond Tory’s remark of “around 8,” and the department did not present a timetable for the stream permit or for completion of the Independence storm-recovery tasks.
