The Allegany County Personnel Committee on April 2 approved minutes from its March 5 meeting and agreed to a referral from the Department of Public Works to create and fill a one‑time accountant position.
The referral, read into the record by committee staff, described the job as a PEF Bargaining Unit position at "grama 7 step 4" with an annual salary estimated in the referral between $53,000 and roughly $73,500 and annual benefits estimated between $21,000 and $29,000. Committee staff said the position is funded with 100% county funds and is included in the February 2025 county budget.
The title change prompted questions from committee members about whether the department already had someone performing the work and whether this action would eliminate an existing job title. Knapp, a county staff member, said the department is changing the title so it will be "the same person that's performing the work now" and that the employee had been a junior accountant paid out of class and would be promoted to the new title. Knapp added that the title will be made consistent with other county offices.
Brenda, a county staff member, said she believed the county would be removing the "fiscal manager" title in favor of the accountant classification. Committee members also asked whether the pay change would be retroactive; staff said the effective date would be the date the resolution passes and that the affected employee had been paid out of class in the interim.
On procedure, the committee first approved the March 5, 2025 minutes on a motion by Mrs. Root, seconded by Mrs. Hanchett; the committee chair called for a voice vote and members said "Aye." Later the committee moved and seconded the referral from Public Works and, after brief questions, voted "Aye" to approve the request. The committee recorded seven members present at roll call.
The committee adjourned after completing the two items on the agenda.
