Committee approves budget rollovers and funds election staffing; authorizes records-management grant application

The Allegany County Ways and Means Committee unanimously approved several budget adjustments and authorized a grant application at its March 19 meeting.
The committee approved rolling $436,476 in unspent CHIPS program funds from fiscal year 2024 into the 2025 DPW budget so the department can use the carryover funds in 2025. "The carryover for the CHIPS program that was not spent in '24 is $436,476 and we'd like to put that back in the '25 budget so they're able to spend that," the deputy budget officer said.
The committee also approved rolling $39,336 in overlapping grant-year funds into 2025 for the Board of Elections to cover poll books and early voting equipment. The deputy budget officer described the item as a split-year grant that could not be fully spent in 2024.
Separately, members approved a budget modification to fund two positions previously approved for the Board of Elections. The deputy budget officer said those positions had been approved at a prior meeting but the funding remained in contingency; the committee moved $54,605 from contingency to cover the remainder of this year.
The county administrator requested and the committee authorized the county to apply for a records-management grant the county has pursued in prior years; the county has had mixed success with the application in recent cycles. The county administrator said last year's application was unsuccessful and staff hope for better results this year.
All motions carried by voice vote with no opposition recorded. Committee members present indicated unanimous support for the budget adjustments and the grant-application authorization.
