Albany County authorizes fourth-year Raise the Age contract with Northern Rivers

The Albany County Legislature approved an agreement with Northern Rivers Family of Services to provide Raise the Age enhanced case management and community support services, the countys fourth consecutive year contracting the program.
William Connors of the Probation Department told legislators the program serves up to 20 youth and their families at a time and provides a case manager, social worker, mentor and credible messenger. "It includes stipends, food, clothing," Connors said, and the program "is 100% reimbursed in New York State under Raise the Age money."
Connors said the county has seen mixed outcomes: many participants benefit from services, but some return to violent crime because of underlying family-system issues and lack of parental support. The legislature approved the contract by voice vote with no recorded opposition.
Ending
The contract will continue county-paid operations that are reimbursed by the state; Connors said the program aims to address barriers for youth and families and provide supports intended to reduce recidivism.
