The vendor’s billing schedule, however, included an amount due January 1 that was not included in the CAB authorization because of a vendor clerical error. County staff asked the Legislature to authorize the omitted $61,200 and to approve reauthorization for subsequent years so the county need not return annually for routine reauthorization.
Several legislators raised procedural concerns about CAB thresholds and cumulative procurements. Legislator Bergdorf questioned whether sequential year-by-year approvals that cumulatively exceed CAB limits should instead come directly to the full Legislature at the outset. County staff and others explained the initial CAB authorization covered the first year and that the request before the Legislature was to regularize the full multiyear commitment now that the clerked billing schedule was clarified. Staff said the total potential contract value discussed was approximately $353,700 (implementation year plus renewals), and that the county sought to obtain full legislative approval for the multi-year commitment.
After extended exchange about precedent and oversight between the Legislature and CAB, a motion to amend/authorize the contract passed on a voice vote. The transcript does not include a roll-call tally.
