Olivette mayor, council accept resignation of Greg Carl; council appoints Mike Solomonoff to finish term

Mayor Waldman announced the immediate resignation of Council Member J. Gregory Carl at the Feb. 11 Olivette City Council meeting and read a proclamation thanking him for more than a decade of service. The council then voted to fill Carl’s seat by appointment, naming Mike Solomonoff; Solomonoff will be sworn in at the council’s next regular meeting on Feb. 25.
The council’s action follows the city charter provision that vacancies on the council are filled by appointment of a qualified person by a majority vote of the remaining council members. The mayor opened the floor for nominations; a council member moved to appoint Mike Solomonoff, another member seconded, and the motion passed with affirmative votes from members present.
Council members offered remarks honoring Carl’s service. Chairman Pro Tem Knox, Council Member Clark and others praised Carl’s leadership, technical work on financial and policy issues and years of participation on commissions prior to his council service. The mayor said the appointment will fill Carl’s seat through the remainder of the current term, which runs until 2026.
Other personnel and board actions at the meeting included the receipt of a resignation from Planning and Community Design Commission member Daniel Rosenberg; the council announced it will seek applicants to fill that vacancy and the Parks & Recreation and Economic Development Commission openings. The council also moved to remove Economic Development Commission member Spencer Talbot for nonattendance under the city code attendance policy; the removal motion was seconded and carried.
Routine business motions passed without extended debate. The council approved the secure destruction of classified records in accordance with the city’s record‑retention classifications; the motion was moved, seconded and approved. The council also approved minutes from the Jan. 28, 2025, meeting.
City Attorney Carr used her report to flag a separate, statewide fraud issue: she told the council that Town and Country recently experienced fraudulent liens recorded against city property and private residences and reminded the council that the Missouri Legislature enacted an expedited procedure in 2018 (House Bill 1769) to invalidate fraudulent liens. Carr said the city would use the same statutory remedy if Olivette were targeted.
Ending: The council will accept applications for multiple commission vacancies through March 14 and plans to interview candidates at an April work session.
