Olivette City Council updates liquor rules, OKs ALDI license, authorizes North Price Road grant application and declares police car surplus

Olivette City Council on Jan. 20 adopted an ordinance changing local liquor-sale rules to match state law, authorized a liquor license for ALDI’s new store at 9175 Olive Crossing and approved submission of a state STPS grant application for North Price Road Phase 1 (with an application fee not to exceed $15,000). The council also declared one decommissioned police vehicle surplus and authorized it for auction.
The council approved Bill 30-39 on second reading; Planning Director Carlos Trejo told the council the change "puts us in line with the changes that the state approved in 2021." The ordinance, as adopted, amends Chapter 600 (Title 6) of the Olivette Municipal Code regarding hours for sale of intoxicating liquor on Sundays and the sale of retail packaged alcoholic beverages; the clerk recorded the ordinance as No. 2809.
At the same meeting the city clerk presented an application for a 2025 liquor license from Aldi Incorporated for the new Olive Crossing store. Harry Kindig, identified in the public record as ALDI’s district manager for Olivette, told the council the store’s planned hours are "9AM to 8PM every day, Monday through Sunday." The council voted to authorize the clerk to issue the license for the 2025 calendar year.
The council also voted to authorize the city manager to submit a North Price Road Phase 1 STPS application to East-West Gateway and to pay the application fee up to $15,000. The motion authorizes the application; the packet and staff presentation described an estimated project cost of about $2.0–$2.5 million and said the city will seek roughly 80% of the project cost from the state program. Staff noted the application is due Feb. 7 and that the $15,000 application fee is refundable if the grant is not awarded.
Finally, staff asked the council to declare city asset 09/24 (a retired Dodge Charger) surplus, to be sold at auction. The council approved that surplus declaration.

The meeting included no public objection during the Modot Boulevard cost-share public hearing earlier in the agenda; staff said right-of-way negotiations are underway with affected property owners and that staff continues to coordinate with MoDOT and property owners.
The council’s actions were procedural and unanimous on recorded votes; staff will proceed with licensing, grant application, right-of-way negotiations and disposal of the surplus vehicle as directed.
