Council approves taser sale, traffic enforcement grant, auditor contract, EMS medical-control agreement and parks equipment

The City of Olivette City Council on Feb. 25 approved a slate of routine administrative and public-safety items, each by roll-call vote.
Resolution 2025-256: sale of surplus tasers The council authorized the Olivette Police Department to sell 24 surplus TASER devices to an authorized resale company under Resolution 2025-256. The police department told council it replaces TASERs every five years; the sell-back value was described as approximately $2,000 to $2,400 in total. The motion was moved and seconded on the council floor and passed by recorded roll call: Council member Clark — yes; Council member Weil — yes; Council member Michael Solomoff — yes; Chairman Pro Tem Knox — yes; Mayor Waldman — yes.
Hazardous moving violations enforcement grant (MoDOT) Council authorized the city to enter into a traffic-enforcement contract with the Missouri Department of Transportation for the 2025-26 enforcement period to fund officer overtime for targeting aggressive drivers. Staff and police representatives said the grant can fund enforcement of multiple moving violations, including hands-free/distracted-driving enforcement where allowed by state law. The motion passed unanimously on roll call: Clark — yes; Weil — yes; Solomoff — yes; Knox — yes; Waldman — yes.
Selection of external auditor (UHY LLP) The council approved a contract with UHY LLP to perform financial-statement audit services for the fiscal year ended June 30, 2025, with options to renew annually for two additional years. Finance staff said UHY has acquired Botts, the city's prior auditor, and that three proposals were received in response to the RFP. The motion passed by unanimous roll call: Clark — yes; Weil — yes; Solomoff — yes; Knox — yes; Waldman — yes.
Medical-control agreement (SSM Health Care St. Louis) The council authorized the city to enter into a medical-control agreement with SSM Health Care St. Louis for emergency medical services oversight. Fire Chief Steve Carmen said the arrangement is time-sensitive because the city's previous medical director, Dr. Schaeffer, has passed; an interim medical-director service is needed to renew the ambulance's EMS license, and SSM will provide protocols, training and real-time consultation. Chief Carmen said a permanent medical director is expected to begin later, and the council approved the interim agreement by unanimous roll call.
Parks equipment purchase ("water dog" trailer) The council approved the purchase of a purpose-built portable water trailer for park operations, described by Parks Director Beverly Tucker Knight as a municipal unit that improves staff safety and watering capability for restored habitat and newly planted areas. The approved purchase price was "not to exceed $11,935." The motion carried by unanimous roll call.
Other procedural items The council accepted the Feb. 11 meeting minutes and moved into an executive session at the end of the meeting pursuant to the cited state-revised-statute codes on the agenda; after returning from executive session the clerk said no decisions or votes were taken in closed session and the meeting adjourned.
All roll-call votes on Feb. 25 were recorded on the record as unanimous among the five members present.
