Olivette planners review draft tree-preservation rules for construction, raise enforcement and timing concerns

Olivette Planning and Community Development Commission members and staff met informally March 6, 2025, after the commission determined there was no quorum, to review proposed rules for tree preservation, protection and replacement tied to construction and demolition.

The discussion centered on a staff-drafted process that would require an on-site inventory of trees, assign points based on location and condition, and set replacement requirements tied to the total caliper of trees removed. Carlos (planning staff) described the proposal as a three-part system: inventory and condition assessment; protection standards for trees remaining on site; and a replacement formula based on a point system and caliper totals. The draft uses separate weightings for trees within the property's buildable area, perimeter setback areas and utility trenches, and applies a buffer of roughly 15 feet around building footprints to identify trees likely to be affected by foundations and excavations.

Why it matters: Commissioners said the proposal could change how redevelopment, additions and demolitions are handled in Olivette, and residents said the replacement math and a proposed 10-year retention requirement have practical and legal implications for homeowners and builders.
