The Carroll County Board of Commissioners on April 1 approved a memorandum of understanding for a new Southwire distribution facility at the Waco exit, part of a multi-jurisdictional project involving Carroll County, Haralson County and the city of Bremen.
County Attorney Stacy Blackman told the board the project is a roughly 1.2 million-square-foot distribution facility with a projected $145,000,000 capital investment and 250 new or retained jobs. Exhibit B and C of the MOU set the abatement schedule (described in the presentation as 10 years, with 100% abatement year one, 90% year two and step-down thereafter) and benchmarks; the attorney said the MOU also includes clawbacks and an internal audit process to verify compliance with job and investment commitments. The parties agreed the facility footprint is approximately 70% in Carroll County and 30% in Haralson County for assessment ease.
Blackman described the agreement as the first project for the joint development authority the jurisdictions formed and confirmed staff reviewed the abatement schedule and clawback terms. Commissioners approved the MOU by motion with a 6-0 vote.
The MOU is expected to move the project into subsequent steps with local assessment and incentive documentation; the board did not adopt a final incentive ordinance at the meeting but approved the MOU framework.
