Board adopts strategic plan update and adds "historical heritage" to vision statement over one no vote

The El Dorado County Board of Supervisors received an update on the county strategic plan and approved a modest revision to the vision statement on April 1, adding a reference to the county’s historical heritage.
Laura Schwartz, the county’s chief administrative officer, presented the plan’s core elements, including the mission, five strategic focus areas (safe and healthy communities, public infrastructure, thriving economy, workforce excellence and strategic innovation), and the process staff used (public meetings, department input and a community survey). Schwartz showed how agenda items are being linked to the strategic plan on the county website and reviewed status updates for priority projects.
Supervisors discussed operational matters and suggested refinements to the plan’s presentation and linkage to departmental work. Several board members urged clearer public signage of completed actions and suggested linking department strategic materials—such as Health and Human Services Agency plans—directly to the county plan page for transparency.
Supervisor comments focused on implementation and balancing economic development with community character. Supervisor Ferrero said the county must be careful to balance business and quality‑of‑life considerations; Supervisor Parlin stressed workforce retention and the need to complete a workforce excellence committee once labor negotiations conclude.
After discussion the board voted to approve the strategic plan update and to modify the vision statement by inserting “historical heritage” alongside “rural character.” A motion to approve the item and the wording change passed with a recorded vote: 4 in favor, 1 opposed (Supervisor Ferrero cast the lone no vote). The staff package will be updated to link completed action items and relevant departmental strategic plans, per board direction.
