Outgoing Bulloch County manager Cindy Steinman will leave county service on April 9, the board said at its April 1 meeting. Commissioners publicly thanked Steinman for more than a decade of service and presented her with a written acknowledgement of her work.
The board approved an interim county manager employment agreement with Randy Tillman, who agreed to serve. County Attorney Jeff Akins summarized the contract: compensation recorded at $175,000 per year, and Tillman will continue to serve as public safety director while acting as interim manager, with the option to return to that role once a permanent manager is hired. Commissioners voted unanimously to approve the agreement.
Steinman spoke briefly, thanked the board and staff, and described the support she had received during her tenure. Several commissioners offered public praise and personal remarks about Steinman's leadership, experience and support to county staff. Chairman David Bennett and multiple commissioners credited Steinman with improving county transparency and operations during her tenure.
Tillman confirmed he was agreeable to the interim appointment during the meeting. The board directed human resources and the county attorney to finalize the contract and related onboarding steps.
