Council approves multiple parking and zoning items; several public-hearing orders set

The Lawrence City Council on April 1 approved a slate of routine ordinance actions covering daycare drop-off zones, handicap parking spaces, short-term and 15-minute parking, and ordered public hearings on rezones and other parking changes.
Among the actions the council approved by voice vote: multiple child-care pickup/drop-off parking spaces (document numbers 369-438 series) at locations across the city, handicap parking spaces requested by residents, a stop sign installation at Jefferson Street and Mount Vernon Street, and a no-parking designation on Brookfield Street between Kenneth and Lennox streets. A handful of on-street parking changes and zoning amendments were sent to public hearing for fuller review.
During the ordinance committee portion of the meeting Councilor LaPlante and other committee members walked through specific items. Public comment included questions about whether childcare operators were licensed and how long the drop-off time limit would be enforced; a commenter asked, "How long is the parking being a limit in effect for these things?" The council and staff explained that daycare/drop-off signs are for short morning and afternoon pickup windows (ordinarily a limited period, e.g., 15 minutes or similar, and enforced by DPW/police) and that licensing and program approval is handled through Inspectional Services and relevant licensing channels prior to full implementation.
One childcare parking request at Park Street (document 371-24 in committee discussion) was tabled after staff raised a question that the street may be designated 'no parking' in the city’s records; councilors said the city clerk and DPW would confirm whether parking exists at that location before final action. Most other daycare parking additions were approved on voice votes recorded as "the ayes have it." Several handicap parking spaces were also approved following the public hearings.
The council also ordered public hearings on no-parking proposals at Lowell Street and Garden Street, a rezoning on Jackson Street from R2 to B1, and a proposal to convert portions of former city land off Baystate Road from industrial to open-space recreational use. The council asked staff to coordinate dates so multiple related public hearings could be scheduled together.
Clerks read formal notices for each public hearing item and the council acted on each motion individually by roll or voice vote; where the transcript records a vote it is noted in the meeting minutes as "ayes have it."
