Bulloch County commissioners approve multiple streetlight districts, contracts and purchases in unanimous consents; several items moved to new business

At its April 1 meeting the Bulloch County Board of Commissioners approved several consent agenda items including multiple special streetlight districts, equipment purchases for the fire department, and county contracts; select items were moved to new business for separate votes.
The Bulloch County Board of Commissioners approved a broad consent agenda of routine and contract items and took separate votes on several items moved from consent.
Items approved collectively included minutes from multiple recent meetings; the countywide signage bid to A Better Sign for $25,861; a $24,770 purchase of CMC rescue equipment; and several special streetlight district resolutions for new subdivisions. Commissioners also approved fire department equipment purchases: turnout gear (Lion PPE) for $372,109, Kranes fire helmets for $17,550, and SCBA masks for $27,230.25, and capital purchases including foundation work and a slab and metal building for fire stations.
During consent consideration commissioners moved four items to new business for separate discussion: the Lion PPE purchase, the Kranes fire helmets purchase, the SCBA masks purchase, and the special event permit submitted by Mary Mallard Bennett. Each of the moved items was discussed and approved individually.
Other items approved or finalized at the meeting included a master services agreement for right‑of‑way acquisition with Johnson, Mirmoran & Thompson (JMT) (task orders to be brought back for specific projects), the termination of a corporate guarantee after repayment to the Georgia Department of Community Affairs related to an EIP grant, and an interim county manager employment agreement with Randy Tillman at an annualized compensation level recorded at $175,000; Tillman agreed to continue serving as public safety director and may return to that role once a permanent county manager is hired.
The board recorded multiple resolutions creating special streetlight districts for subdivisions including Stillwater, The Oaks, Smith Creek Phase 3A, The Enclave, Latitude 32, Evelyn Oaks and Fields of Hightower. Public hearings were held on Stillwater and The Oaks; the board adopted resolutions for both.
Separately, the Planning & Zoning Commission's conditional‑use request for a contractor office on Chanaby Court (LSL South Construction LLC) was approved without public opposition; planning staff recommended approval with conditions and commissioners voted to accept the recommendation.
All listed purchases, contract approvals and resolutions were recorded in the meeting minutes and approved either en masse or in separate votes as noted.
