Ithaca City commission approves job‑description updates, reclassifications and exam rosters

The Ithaca City Civil Service Commission approved a set of personnel actions including a revised job description for a school business post, the reclassification of a senior typist to administrative assistant and multiple exam rosters at a meeting that also reviewed appointments and removals.
Commission members said the revision to the job specification changes which office the position reports to. "No concerns. It's just an update to the job spec to reflect what that person will actually be doing and whom the person will actually be reporting to," a commission speaker said during discussion. The transcript indicates the position previously referenced as the "school business executive" will be titled the "assistant superintendent of business" in the revised draft description; commissioners voted to accept the revision.
The commission also approved a reclassification request to convert an ICSP senior typist position to an administrative assistant title. A speaker said the employee who will occupy the new title is already on the eligible list and reachable, and that the duties "have changed and evolved." Commissioners voted in favor of that reclassification.
Members approved multiple rosters of candidates who have signed up to take civil service exams. The packet included rosters for positions described in the meeting as assistant party chief, equity talent acquisition specialist, maintenance supervisor, administrative coordinator, police officer and others. The commission discussed moving the police officer recruitment to a continuous recruitment model with two exams per year "to widen the candidate pool," and approved the rosters and the recommended exam scheduling.
The commission accepted establishment of eligible lists for certain titles, including an "eligible instructor" listing described in the packet, and approved personnel transactions that the transcript records as appointments, continued permanent appointment processes and removals. On the continued-permanent appointment for a police sergeant, a speaker explained the practice: the contingent or probationary appointment allows the person to begin a probationary period while remaining contingent on the successful completion and permanent appointment of the person ahead of them.
The transcript records that the commission discussed conversions of positions under the New York State HELPS program from the competitive class to the noncompetitive class (an earlier public hearing had addressed that change), and noted the change reduced the commission's provisional rate. Commissioners approved the personnel transactions as presented.
