Colleen Trask O'Connell, Director, representing the administration, spoke in support: “On behalf of the administration, I just wanna say that we are in support of this resolution to pursue a sister city relationship with Bangkok.” A remote testifier identified as CARES gave brief oral testimony saying, “I'm in strong support.”
The committee chair called for objections to adopting the CD1 language and, seeing none, stated the CD1 language was adopted into the resolution and later said, “Resolution is adopted.” No roll-call vote was recorded in the public portion of the meeting; the chair proceeded to refer subsequent agenda items to executive session.
Procedural details announced at the start of the meeting included that the session was held remotely pursuant to HRS section 92-3.7, that public testimony was permitted in person and remotely, and that speakers were limited to one minute. The amendment to the resolution was described on the record as technical and non-substantive and specifically deleted the prior reference to Fukuoka, Japan.
The committee moved on to executive session to consider separate legal matters listed on the agenda. The committee did not take additional public action on the sister-city matter after adopting Resolution 25-98 CD1.
