Finance committee approves paying jail and training-center roof bills from County Property Fund 33; members flag wide capital needs

The LaSalle County Finance Committee voted April 1 to permit payment of outstanding invoices for the jail roof and a training-center roof from County Property Fund 33.
Auditor Stephanie reported the committee’s staff had received cost estimates and that about $525,000 in combined invoices remained outstanding for the jail and training‑center roofs. “For the jail roof…the number I received was … and then there's also a training center roof for $24,820. So about $525,000 total combined,” Stephanie said. Committee members noted the projects are incomplete and that final payment will be withheld until inspections and warranty documentation are provided.
The motion to pay the two roof projects from Fund 33 passed by voice vote (motion by Doug Traeger; second by Gary Small). Committee members cautioned that moving the expense will significantly reduce available funds in the other capital fund (Fund 28), which already contains a list of planned projects.
During the same conversation the committee reviewed multiple capital items assigned to Fund 28, including a pending bid for brick lintel and flashing work, window replacements and a potential downtown courthouse generator. Gary Small said Fund 28’s balance and upcoming bids mean some projects may need to be phased. Committee members and staff discussed timing, warranty concerns and the difficulty of doing partial window replacements because of manufacturer and warranty continuity.
Ending: Committee members agreed to keep capital projects on the agenda, wait for bids to arrive (flashing/lintel bids expected next Friday) and to report back before obligating additional Fund 28 dollars. The committee also directed staff to provide updated fund-status details and to ask property committee staff to track outstanding change orders and withholdings before payments are made.
