At its April 2 meeting, the Caroline County Transportation Committee discussed the unpaved roads list, eligibility for surface upgrades and several maintenance issues brought to staff, and agreed to check current committee attendance and reappointment interest.
Staff described several unpaved roads that may qualify for surfacing based on average annual daily traffic counts: Alps Lane (State Route 618, about 1.1 miles to a dead end), Fearing Creek Road (from Courtney Road to Camp Road, 54 AADT), and Couch Lane. Rick (Staff member) said Mount Gideon Road and other segments show mixed surface conditions and that traffic figures used in eligibility lists sometimes conflict with field observations; staff will reconcile the lists and provide a clearer recommendation.
The committee also discussed drainage complaints where property owners reported water backing up across roads and driveway culvert issues. Staff said routine maintenance responsibility generally falls to property owners for private features, but if water is affecting the public roadway staff will investigate potential county intervention. Committee members asked staff to coordinate with the county maintenance crew and follow up with individuals who reported damage.
On committee governance, members noted that many appointments predate the past year and attendance records vary. The committee agreed to contact current appointees to confirm whether they wish to be reappointed and to provide attendance summaries to the Board of Supervisors to inform reappointment decisions. Committee membership has four regular members currently active; staff said lower attendance at this meeting may be attributable to spring break.
No formal votes were recorded on unpaved‑road prioritization or maintenance actions; staff will return with refined eligibility lists, traffic counts and recommended next steps.
