Planning board reviews accessory dwelling unit and battery energy storage drafts ahead of public hearing

The Hubbardston Planning Board discussed draft bylaws for accessory dwelling units (ADUs) and battery energy storage systems and asked members to review the drafts and submit questions ahead of the public hearing.
Planner Alec said the proposed ADU bylaw “substantially conform[s] with the state's new regulations on accessory dwelling units,” while noting the town’s draft permits a larger maximum size than the state minimum and currently limits properties to one ADU. Alec said he expects an early review from the Attorney General’s office prior to the public hearing and that any AG feedback will be shared with the board.
On battery energy storage, Alec said the current draft requires only minor corrections to scrivener’s errors and that staff have begun outreach to at least two members of the public who previously raised concerns. He said staff will circulate the draft to those individuals and encourage them to attend the public hearing to provide comment.
No votes were taken on either draft tonight; Alec asked board members to read the materials and to submit specific comments through the Microsoft form so staff can prepare responses for the public hearing scheduled for the board’s next regular meeting.
