The Revere Conservation Commission voted to approve a Notice of Intent (DEP file 61083761) for demolition of an existing structure and construction of a duplex at 61 McKinley Street after the applicant detailed proposed elevations and flood‑resilience measures.
Paul Finocchio of PJF and Associates represented the applicant, John Negojan, and described the proposed two‑family dwelling located within the 100‑year floodplain. He said the finished floor would be set at Elevation 14 (two feet above the stated flood elevation) and the top of foundation would be about 11.8. He described garages beneath the houses and paved driveways off Atwood Avenue, and said the site currently has silt fence and catch basin protections in place.
Finocchio said the building will include 10 flow‑through vents across the foundation to allow floodwater passage and that the building footprint is roughly 1,900 square feet. Commissioners who inspected the site said the proposal fits the existing neighborhood pattern of duplexes and noted the applicant had addressed previous comments. One commissioner asked about construction laydown and stockpiling; Finocchio said materials would be staged on driveway areas and that no site filling is proposed.
After no public opposition, the commission closed the hearing and approved the Notice of Intent. The commission recorded that the applicant had conducted required mailings and notifications and that no grade changes beyond the approved elevations were proposed.
Next steps: The applicant will receive paperwork confirming the approval and must follow floodplain work requirements and any additional permitting the building and zoning authorities require.
