The Revere Conservation Commission on March 24 approved an after‑the‑fact Notice of Intent (DEP file 6108395) for a backyard paver installation at a Sagamore Street property after the homeowner told the commission she had removed grass and installed crushed stone and pavers because her daughter is allergic to pollen.
The homeowner, Leticia Arriaga, said the yard had been excavated about 4 inches, “the dirt was removed and properly disposed of,” and that 3/4‑inch crushed stone and building sand were compacted under the pavers. She added the family dug “12 inches deep towards the shed in the fence” and installed about 2 3/4 yards of crushed stone for drainage.
Commissioners who inspected the site found the work consistent with the Wetlands Protection Act review criteria, and no commissioners objected to approving the after‑the‑fact filing. The commission opened the hearing to public comment; no opponents appeared. Angela Garrino, a City Council representative, said she had not received complaints and did not object to the work as presented.
The commission closed the hearing with a motion and then voted to approve the Notice of Intent. The chair told Arriaga the commission would provide required paperwork after the meeting.
The homeowner said she did not intend to “disobey revered conservation laws” and asked for consideration because she had not known a permit was required; she said she is willing to make changes if the commission orders them.
The commission discussion noted that homeowners often do not know permitting processes and suggested producing a short guidance sheet for new homeowners to reduce similar after‑the‑fact filings.
Documents: DEP file number 6108395 was read into the record and the commission recorded the site visit and recommendation to approve the filing. The commission did not record a roll‑call vote in the public transcript; the approval was recorded as unanimous among commissioners present.
Next steps: The commission will provide the homeowner with paperwork formalizing the approval and any conditions, if required.
