Nicole Sullivan, who identified herself during the meeting, summarized the program: it provides state funds for municipal construction activities between $100,000 and $800,000 focused on safety and accessibility for pedestrians, bicyclists and transit users. She said the program requires that municipalities awarded funds from prior years have reached final design on those projects to qualify for this fiscal year.
Members discussed project limits and timing. Several towns noted they already have one or two previously awarded connectivity projects in various stages (design or construction) and asked whether that restricted eligibility. Staff said eligibility often depends on the prior project's progress—projects nearing final design or already in construction are more likely to be considered. Staff encouraged municipalities to submit applications and offered template support, letters of support, and help with concept development.
Staff noted the program is competitive and discretionary and that the region can assist with grant development and data collection. Committee members were advised to contact regional staff for assistance with applications and to confirm a municipality's project eligibility before submission.
