Commission continues review of Premier Trailers site plan; stormwater peer review required

The conservation commission continued an RDA hearing related to a redevelopment proposal for the Premier Trailers property near 130 Sturbridge Road (across from Treehouse Brewery), asking the applicant to return after planning-board stormwater peer review is complete.
Robert Phillips of Langan Engineering, speaking for Premier Trailers, said the company purchased the site in 2023 and has used a portion of the property for trailer storage and light maintenance since 2018. "Premier Trailers has been operating there, leasing the site since 2018," Phillips said, and said the current proposal does not increase use intensity but would add a permanent leasing office and maintenance garage to formalize operations.
Phillips described the site as roughly 45 acres with about 20 acres of usable area and large areas of wetlands elsewhere on the parcel. The proposal includes stormwater basins; two basin outfalls were shown within the 100-foot buffer but outside the 50-foot buffer, with distances of roughly 58 and 65 feet from wetland edge at the outfalls.
A conservation staff member told the commission, "I will be recommending, negative determination, but we'll need to wait for planning board to have the peer review done for the stormwater first." The commission agreed to continue the item to April 23 to allow the planning board peer review and related comments to be issued and addressed.
Phillips said the project would appear before the planning board on April 16 and that the project team is coordinating with Graves Engineering on stormwater review. The commission asked the applicant to return with the peer-review responses and any requested plan revisions before a final conservation decision.
The commission voted to continue the matter to April 23.
