House Local Government Committee sends SB 1187 to House floor with do-pass recommendation

The bill is a trailer to Senate Bill 1133 and would allow either county commissioners or an administrator to serve as the point of contact when approving agricultural protection areas (APAs), supporters said. Representative Kevin Andrus described SB 1187 as a cleanup measure meant to restore that option.
"This is a trailer bill to Senate Bill 1133 that we passed earlier out of this committee dealing with agriculture protection areas," Representative Kevin Andrus said. "This bill just is a cleanup dealing with allowing commissioners to be a point of contact when it comes to approving APAs." He said the measure is supported by the Farm Bureau and county governments and that there was no known opposition.
Committee members did not take public testimony on the bill. The committee clerk noted Sarah Westbrook as the only listed potential witness, but the transcript indicates no testimony was offered.
A motion to send SB 1187 to the floor with the do-pass recommendation was made during the hearing and carried by voice vote. Representative Birch said, "I don't want to run a foul of the motion so I will support." The committee chair called for the ayes and, with no recorded opposition, announced the bill would be sent to the House floor.
No amendments, conditions, or follow-up assignments were recorded in committee. The measure will proceed to the full House for further consideration.
