York County launches community survey; pilots over-the‑counter ballot kiosk

York County officials called attention to a countywide community survey and to a pilot project intended to speed the process for voters who request mail‑in ballots in person.
County staff said the York County Planning Commission's community survey is open through June 22 and is available in six languages: English, Spanish, Chinese, Creole, Russian and Arabic. The survey is hosted at www.yorkcountypasurvey.org; paper copies are available by calling the planning commission. County staff said the survey is funded exclusively through private philanthropic donations and that no tax dollars are being used for the effort. Participants were told the survey takes about eight to 10 minutes and that respondents are entered to win an iPad or a $300 gift card.
Separately, elections staff and county IT are piloting a new process to improve the flow for voters who request a ballot over the counter. County staff said more than 6,000 voters requested ballots in person during the 2024 general election, which created manual workload. The pilot will deploy kiosks and forms at the county's East York location and is tentatively scheduled to go live on April 14.
County officials encouraged residents from all 72 municipalities to complete the survey and said questions can be directed to Abby Gibb at the planning commission at (717) 771‑9870. The presentation did not specify ongoing operational costs for the kiosk pilot, metrics the county will track to measure success, or whether the pilot will be expanded to other locations.
