JFAC advances ITS requests, orders statewide IT survey language

The Joint Finance-Appropriations Committee approved a one-time FY2025 supplemental and advanced a package of FY2026 enhancements for the Office of Information Technology Services (ITS), and it adopted language directing ITS and the Division of Financial Management to survey executive-branch IT resources.
Christopher LaHozet, budget and policy analyst, told the committee the ITS supplemental request was for $81,700 one-time from the general fund to purchase office equipment to bridge the gap while employees transferred from Idaho State Police and Juvenile Corrections to ITS. The committee approved that supplemental by voice vote and advanced a motion to fund a broader FY2026 modernization package that includes office space, security hardware, emergency connectivity, IT infrastructure, ServiceNow project management software, 22 full-time positions and IT replacement items.
Representative Petzke moved the FY2026 package, which included 22 additional FTPs to consolidate staff from other agencies. Committee members reduced a $200,000 capital outlay item for office furnishings in the motion after agency staff said further requests could be expected when additional positions transfer in future phases.
The committee also adopted language requesting a report from ITS and DFM that surveys executive-branch IT equipment and services and makes recommendations to increase cost efficiencies and centralize services where possible.
The motion to forward ITS’s FY2026 package received a due-pass recommendation from the committee.
