Disability services update: ASO transition, DAP award and staffing plans discussed

Representatives from local disability services briefed the Jackson County Board of Supervisors on April 1 about ongoing changes tied to the state’s administrative reorganization and regional ASO (Administrative Services Organization) transition.
Presenters said cuts and closeout planning have stabilized the immediate budget picture and that staff are working to meet hard deadlines for reporting and closeout tasks. They said 28E agreements with regional partners are expected to be discontinued on or before Dec. 15 under the transition timeline and that some provisions — including how court-advocate billing is handled — remain under negotiation with the ASO.
Staff reported an award for the DAP (Disability Access Point) program and said the project may fund hiring 8–10 service coordinators to serve the 14-county district; staff expected final details in May and a quick turnaround to onboard coordinators before the July 1 transition. The presenters also said the ASO will hire navigators and that some counties in the district may not host a navigator due to limited positions.
Board members and staff discussed sharing a court-advocate position with Scott County and noted the ASO must confirm reimbursement details before county agreements are finalized. Presenters requested a work session on April 15 (or the next board date) to map local responsibilities, review the anticipated contract and plan for July 1 operational changes.
