Board authorizes design roster, Berg Road utility relocation and playground purchase for Mount Carmel park

The Henry County Board of Commissioners approved several capital-project items on April 1 that will move county design and construction work forward.
Capital projects staff presented a resolution to award RFP 25-34 for on-call architectural design and engineering services to three firms — Croft and Associates, Place Services, and Goodwin Mills Kaywood LLC — after staff said they received 14 proposals and interviewed the top three. Staff told the board the roster allows the county to select the lowest-cost qualified firm for quick-turn design tasks; any work over $100,000 will return to the board for approval.
On Berg Road, staff sought authorization to fund utility relocations with an estimated cost from Central Georgia EMC of $160,705.67. The board approved the request so staff can proceed with relocation work that is a prerequisite to the road construction timeline.
Parks and Recreation staff requested board authorization to buy and install playground equipment with a poured rubber surface at North Mount Carmel Park. Staff presented a vendor quote from GameTime totaling $586,935.85, and said the purchase will use $400,000 in District 5 impact fees and $186,935.85 in SPLOST 5 funds. Board members asked whether fencing was included; staff said it was not and that fencing will be considered separately.
All three capital items were approved by voice vote. Staff said they will coordinate procurement and scheduling and return to the board if additional approvals (for example fence installation or any change orders) are required.
