Committee recommends emergency DORA activation for Troy Strawberry Festival

The Community Partnerships Committee on March 31 recommended that the council approve emergency legislation to temporarily activate Troy’s Designated Outdoor Refreshment Area (DORA) for the annual Troy Strawberry Festival.

Committee members discussed a request to activate the DORA boundaries between 11 a.m. and 11 p.m. on June 6–8 so the Troy Chamber of Commerce can apply for a temporary liquor permit for festival activities. Committee staff provided the DORA boundary map in the meeting packet and said the draft language mirrors the authorization used in 2024.

The recommendation will be forwarded to the full Troy City Council for consideration as emergency legislation. No formal roll-call vote was recorded in the committee minutes; committee members moved to “move forward to council with emergency” and the body agreed to forward the item.

The committee noted the Chamber of Commerce is the applicant for the temporary liquor permit. The packet included the DORA boundaries but did not specify changes to those boundaries; staff said the language is the same as 2024. The Chamber president was present in the audience, according to the meeting transcript.

If approved by council under emergency procedures, the activation would allow consumption of authorized alcoholic beverages within the designated DORA area during the specified hours on festival days, enabling the Chamber to proceed with the liquor-permit application. The committee did not record additional conditions, public-safety staffing plans, or permitting details at the meeting.

The committee adjourned after moving the item forward to council.
