Council approved Special Use Permit 2025-04-01 allowing Holland Oryeka, LLC to seek Texas Alcoholic Beverage Commission licenses for a late-hours certificate (open to 2 a.m.), a mixed beverage permit and a food-and-beverage certificate for 209 W. Holland Ave. The applicant’s representative said the immediate plan is to activate a lobby bar for hotel guests, not to open the century room; weekend or special-event late hours would be used only occasionally.
In other votes, council approved an animal permit (Animal Permit 2025-04-01) authorizing Robert Gates to house two horses at 1902 W. Avenue E; the permit was contingent on required shelter being built and animal-control inspection approval.
Council approved first readings of two ordinances: Ordinance 2024-04-02, revising city rules on the sale of alcohol within the city, and Ordinance 2025-04-04, authorizing the vacation, abandonment and sale of certain unimproved portions of streets in the Paloma Addition to applicants Michael and Lynn McParson. The alcohol ordinance was amended on first reading to explicitly allow temporary permits for the sale of alcohol at festivals or similar one-time events and to correct a typographical item; both amendments were approved by unanimous council vote.
Following an executive session, the council unanimously approved two personnel actions: naming Jessica Isley as Director of Building Services/Building Official effective March 30, 2025; and directing the city manager to assume the duties of utilities director immediately while the city manager brings back a recommendation to hire a third-party interim utilities director until a permanent hire is made. The council also recorded formal recognition of the acting utilities director for his service over the past 13 months.
