Panel discusses single-workshop option to speed simple special-use permits

Madison County planning staff and panel members discussed a proposal to allow applicants to request a single Planning Commission workshop for straightforward special‑use permit applications, with the goal of reducing redundant steps for simple cases.

Panel members said the two‑workshop sequence is intended to help applicants refine complex proposals, but for very limited and noncontroversial requests — for example, a homeowner request to keep a small number of livestock — a single workshop followed by the required public‑hearing timeline could reduce delay. Mr. Nichols said the Planning Commission would likely be receptive to a limited, narrowly defined recommendation from this body. "It would be nice to have a panel of people who would recommend for simple ones, 1 or 2, instead of deferring to 1 administrator," a panel member said.

Supervisory and planning commissioners said applicants should still be allowed to choose two workshops if they prefer more pre‑application review; the panel also cautioned that applicants choosing a single workshop should understand the risk that more complex items might require additional review later. Panel members asked staff to schedule a formal discussion of a narrow single‑workshop option at the next Planning Commission workshop so the commission can advise whether the PDRC should make a standing recommendation for limited cases.

Staff said administrative guidance and a limited scope for the option would help implementation and recommended that staff provide a checklist to identify which cases could qualify for the single workshop. The panel did not adopt a formal rule at the meeting but asked staff to present the idea at the next workshop.
