House committee approves bill to guide local equestrian zones, signage and crossings

Senate Bill 25‑149, sponsored in the House by Representative Tammy Ferre, moved out of the Transportation, Housing and Local Government Committee on a favorable recommendation after testimony from equestrians and supporters.

The bill would direct state guidance to local governments on creating equestrian zones, signage design and educational efforts that promote a “pass wide and slow” approach when motorists encounter horses. Representative Ferre told the committee the bill is constituent‑led and intended to help municipalities “formulate their own policies around equestrian infrastructure, equestrian signage” rather than impose mandates.
