Among the items the court approved were a $3,000 donation to Constable Precinct 3, authorization for the District Attorney to apply for a continuation of a victim-assistance grant, an overpayment refund to Smith Towing, and sheriff’s office permission to apply for several state public-safety grants that require no county match.
The court also awarded RFP 25-04 for solid-waste collection and disposal services to Frontier Waste after a committee scored proposals and found Frontier ranked highest. "They scored the highest and they had the best rate," a county staff member told the court during the recommendation.
Other approved items included a preliminary plat for the Rice Settlement Subdivision (18.32 acres, five lots of roughly 3 acres each), a temporary-holding-tank approval for Larett Energy Services at 81283 Highway 59 in Cleveland with twice-weekly cleanout and TCEQ reporting requirements, and authorization to solicit a new request for proposals for autopsy transports and pauper cremations.
On insurance, county representatives recommended selection of liability and property coverage through the Texas political subdivisions (TPS) plan; the court approved the renewal at the presented terms, with staff noting a modest overall rate decrease compared with current exposures but a notable increase in automobile liability costs.
Two items were tabled. An updated lease agreement between Liberty County and D.L. Foster Holdings for a tax office building on Highway 90 was tabled because the fully signed agreement had not been received by the county. A proposed appointment of Anthony Key as a residential tenant member to the Liberty County Housing Authority board was also tabled to allow commissioners time to meet the candidate.
Procedurally, most items were moved by a commissioner, seconded and approved by voice vote; motions were recorded as carrying in the minutes. Several items included staff recommendations in the meeting packet; where the signed contract or final documents were not available, the court elected to postpone action.
