Liberty County commissioners approve routine contracts, permits and bid processes

At a February morning meeting, the Liberty County Commissioners Court approved a slate of routine actions including a fund name change, a $100 reimbursement for a counterfeit bill, fireworks sales permits with restrictions, requests for bids for a county depository, contract renewals and awards, interlocal agreements and construction payments.
The Liberty County Commissioners Court approved a series of routine administrative and procurement items at a morning meeting in February, including bank-depository procurement, vendor awards and interlocal agreements.
The approvals cover a range of county business: renaming a seizure fund account, reimbursing the tax office $100 for a counterfeit bill, authorizing fireworks sales for the Texas Independence Day window with some product exclusions, directing staff to solicit bids for the county depository contract, renewing a processing service with the Texas Association of Counties and awarding building- and HVAC-related contracts.
Among the motions the court approved were renaming the County Attorney Seizure Fund (agenda item 8-1), reimbursing the county tax account $100 after a counterfeit bill was accepted then removed from deposit (8-2), and authorizing fireworks sales beginning in February and ending March 2, 2025, with “sticks and fins” excluded under standard State Fire Marshal guidelines (8-3). Fire Marshal Nathan Green told the court, “It’s allowed. There’s no reason not to let the public, you know, enjoy their celebration.”
The court voted to seek bids or renewals on banking services: Treasurer Miss Harris told commissioners the county’s current depository contract (approved through May 31, 2023, for two years) may be renegotiated under Local Government Code chapter 116.021 or put out to bid; the court voted to solicit bids (8-5). Harris also requested renewal of a 2025 Affordable Care Act reporting and tracking service through the Texas Association of Counties; the court approved the renewal and the per‑form processing fee (8-6).
The court approved two interlocal agreements: one with WCID No. 5 to share repair costs for a bridge on County Road 158 (WCID contributing $30,000 toward a previously approved emergency repair) and a general interlocal agreement with WCID No. 1 to allow future mutually beneficial contracts (8-7 and 8-9). The court approved two private resale tax bids submitted by LS Real Estate LLC (8-10), authorized requests for proposals and qualifications for disaster recovery administration and engineering services tied to FEMA/TxDEM/TWDB funding (8-11), and approved payment application No. 6 to White Construction for $331,308.20 for the Northwest Annex project (8-12). The court also awarded RFP No. 25-05 for AC duct service to Trinity Valley HVAC for $61,500 (8-13).
Tax assessor-collector Mr. Brown summarized early-year collections and the counterfeit incident, saying the office had “collected over $10,059,000 in cash” and that the counterfeit $100 required an adjustment to deposits; the court approved reimbursement to the tax office for that $100 (8-2).
The motions reported above were made and seconded on the record and carried by the court during the meeting. Several items were routine renewals or procurement steps and will be followed by formal contract documents or public solicitations as required.
