Mayor Andy Ross and city staff presented a proposed in-house recruitment process for the City of Temple Terrace city clerk vacancy at the April 1 meeting. The city clerk has announced retirement and staff recommended filling the role without hiring an external recruiting firm to preserve schedule and rely on the city’s HR capacity.
Key steps in the proposed schedule: staff will post the position and advertise on April 4 using standard channels (including association job boards in addition to general job sites); the application window will run through April 30; HR will compile applications and group them by staff’s recommended top-five, those meeting minimum qualifications and those not meeting minimum qualifications for transparency. Council will receive the applications in May and at the May 6 council meeting will select three to five finalists for interviews.
Interview structure and final selection: the proposal calls for two stages of interviews: (1) private one-on-one interview slots between council members and each finalist (as used previously for other executive searches), and (2) public group interviews in the afternoon that are open to the public. After interviews, staff will place the council’s ranking of the top finalists on the next regular agenda or call a special meeting to act sooner if timing requires. The mayor would negotiate terms with the selected candidate and bring a contract back to council for approval.
Why it matters: the city clerk is a senior administrative officer who manages records, public meeting administration and municipal processes. The council favored proceeding under the proposed timeline, noting the in-house approach saves time and uses staff expertise. Council asked staff to proceed with posting and return with finalists for May consideration.
Proven timeline (as presented): position posted April 4; application deadline April 30; council review of applications in early May; May 6 meeting to select finalists; interviews and a subsequent council action meeting or special meeting to approve contract and hire.
