Port Orange council approves consent agenda including MOA with ICE after public comment; reappoints two to golf advisory board

The Port Orange City Council approved the consent agenda (items 5–7) at its meeting, and later reappointed two incumbents to the golf advisory board.

During the public-comment period for consent items, resident Robert Reinehagen of 1425 Exeter Drive asked for more information about item 7, a memorandum of agreement (MOA) with U.S. Immigration and Customs Enforcement (ICE). Reinehagen said the MOA language was confusing and raised concerns about delegated authority: "It keeps talking about the power and authority to interrogate people, power and authority to arrest without warrant…It says that participating LEA personnel performing immigration related duties pursuant to this MOA will be assigned to various units, teams, or task force as designated by ICE," he said. He added the agreement should not be routine consent business and asked for a clearer explanation of its impact on the city and police.

Council members proceeded to vote on the consent agenda. A motion to approve consent agenda items 5 through 7 was made and seconded on the record; the council signified approval by voice vote and the consent agenda passed. The meeting record does not include a detailed roll-call vote or further discussion on the ICE MOA during the meeting.

Later in the agenda the council moved item 13 forward and considered two golf-advisory-board reappointments. The council reappointed Richard Lee and Jane Taylor to three-year terms on the Cypress Head golf advisory board. The council voted unanimously (5–0) to reappoint both incumbents.
