One councilmember said they had raised concerns in an earlier meeting and felt the Burtons had “taken a lot of my concerns just really seriously.” Another councilmember described the program’s potential to help neighbors build relationships and said the city would proceed slowly and adapt the project to local circumstances.
The council approved the resolution by roll call. The mayor and council noted a practical timeline: the agreement will not launch at full speed immediately; staff will coordinate next steps and the Burtons’ legal team (Curtis & McConkie) stands ready to review minor adjustments if needed. City staff said there will be further coordination when a staff member (referred to as Bill) returns from travel and that the project would ramp up over time.
Councilmembers also added a lighthearted, nonbinding comment asking the Burtons to “stop the snow” while they travel to meetings; that remark was not a condition of approval.
The council approved the resolution establishing the community initiative cooperation agreement by unanimous vote.
The council’s discussion and vote took place in open session and did not change any local laws; the agreement creates a cooperative framework for the program’s activities in Santaquin and signals the city’s willingness to participate as the initiative develops.
