The Mesquite City Council appointed Bill Ennis to the vacant council seat at its March 25 meeting after hearing presentations from eight applicants and public comment.
Staff told the council the Mesquite City Charter provides a 45‑day timeframe to fill the seat and does not lay out a special-election process; the city code mentions special elections but does not provide detailed guidance. Because a full special election was time- and cost-prohibitive within the charter window, staff recommended an appointment process.
Eight applicants addressed the council in three-minute presentations. Candidates who spoke included Jeff Hoyt, Michael Landsman, Bill Ennis, Ron Shackleford, William Whelan, Walter (Wally) Schlupi, Randy Laub and Rick McIntyre. Applicants described public-service experience, local ties and priorities such as public safety, youth programming, infrastructure and transparency.
Several members of the public offered endorsements during the public-comment period. Aliyah Sargent and Dominic Olivero spoke in support of particular candidates; others urged that the appointment respect the election results and community voice.
Councilwoman Karen Fielding nominated Bill Ennis, describing him as a proven leader and professional who ran for mayor in the last election; Councilman Wanless seconded. The council voted to appoint Ennis.
The appointment was ratified on the record at the meeting; council thanked other applicants for their willingness to serve and encouraged them to consider running in future elections.
Staff explained the appointment fills the seat until the next scheduled election for council seats under the city charter.
