The Clay County Board of Commissioners on April 1 approved Resolution 2025‑13 authorizing the county to act as legal sponsor for Department of Natural Resources (DNR) funding to support snowmobile trails managed by the Clay County Trail Alliance.
County staff explained the county has served as legal sponsor for many years. Under the arrangement the Trail Alliance manages grooming and trail maintenance, coordinates with landowners to document permissions for right‑of‑way or easements, and provides required documentation for DNR audits. The resolution authorizes the county administrator to sign grant documents on the board’s behalf for the upcoming calendar year.
Commissioners moved and seconded the resolution and approved it on a voice vote. Staff said the county could act on the item without the Trail Alliance director present; the board agreed to proceed and suggested a fall update from the alliance on trail activities.
The county will continue as the liaison between the DNR and local landowners for trail permits and will support the Alliance’s documentation and grant administration as required by the DNR.
