Weber County commissioners approve consent agenda, nominate UTA trustee, fill Nordic Valley vacancy and OK contract for court representation

Weber County commissioners on April 1 approved routine financial and administrative items, nominated a trustee to the Utah Transit Authority board, appointed a trustee to three Nordic Valley public infrastructure districts and authorized a contract for court-appointed defense counsel.
The actions came during a regularly scheduled Weber County Commission meeting in the county commission chambers. Commissioners also recognized two animal shelter employees for on-the-job assistance to colleagues and animals.
County staff presented the consent agenda, which commissioners approved by motion. The consent packet included 14 purchase orders totaling $297,117.73 and warrants numbered 104,694–104,730 and 490,081–490,172 totaling $894,198.71. Ricky Hatch summarized the week’s disbursements, saying about $159,000 (roughly 54 percent) was for fleet items, $77,000 (about 26 percent) for library computers and building maintenance, $30,000 (10 percent) for transfer station heavy-equipment repair and about $20,000 (7 percent) for property management work. Hatch said 129 warrants were issued for $894,198.71, with roughly $168,000 going to tourism marketing, $158,000 to jail medical services and design work, and roughly $87,000 to health department pass-through grants.
Also on the consent calendar, commissioners approved a nondisclosure agreement between Weber County and the United States Olympic and Paralympic Committee regarding siting of a training facility; approved a donation of Prop 1 funds totaling $808,938 to Eden Valley Trails Trust for design of a retaining wall on the Pine View Loop Trail; and approved a retirement agreement for Philip Rees. A motion to approve consent items G1 through G7 passed.
During action items, Janna Osler, director of board governance with the Utah Transit Authority, explained the county’s role in nominating a trustee to UTA and said the governor appoints the trustee from nominees presented by five bodies. "This action that's happening today is based on a nomination for the trustee position that the governor appoints. And this is a 4 year position," Osler said. Commissioner Sharon Bolos recommended reappointing incumbent Beth Holbrook, and the commission nominated Holbrook for the governor’s consideration; Commissioner Jim Harvey seconded the motion and the nomination was approved.
Stacy Skeen reported a vacancy on the Nordic Valley Public Infrastructure District boards after a board member resigned and presented a single application from David Smith to fill the midterm vacancy for Districts 1, 2 and 3; Skeen said the vacancy notice was handled "in accordance with state statute." Commissioner motion and a second were taken and the board adopted resolution 20-2025 appointing David Smith. A roll call recorded aye votes for the commissioners who responded by name during the roll call.
The commission also approved a contract to retain Colleen Coburg, with Julie George to work in conjunction, to provide legal services and representation in trial-level proceedings in criminal case 921900407. County counsel (presenting staff) said the statute governing appointment of counsel on that matter requires two attorneys; the contract was approved following a motion and second.
Before the business items, commissioners recognized two animal shelter staff, Amanda Anderson and Corey Skink, after a county employee emailed praise describing frequent extra help those employees provide during hoarding-case responses and in vaccinating fearful animals. Chair Sharon Bolos presented a small token of appreciation to both employees and read portions of the email describing their work.
